Why it has taken so much longer...

  • The project is unique with two churches under differing church legal systems
  • Complex access arrangements to the site for all materials and utilities
  • Land purchase and Rights of Way - like a patchwork quilt, owned by two legal entities
  • Local Authority and Highways consents (since Mar 2009)
  • Changes to Charities Act effected from Jan 2009 (imposed a change on C of E Parish councillors' status)
  • To minimise financial risk a convoluted event sequence had to be followed
