Why it has taken so much longer...

The project is unique with two churches under differing church legal systems
Complex access arrangements to the site for all materials and utilities
Land purchase and Rights of Way - like a patchwork quilt, owned by two legal entities
Local Authority and Highways consents (since Mar 2009)
Changes to Charities Act effected from Jan 2009 (imposed a change on C of E Parish councillors' status)
To minimise financial risk a convoluted event sequence had to be followed
